Develop, coordinate, and monitor statewide Employee Relations and Employee Assistance Programs. Develop and publish the Employee Resource Advocate and Ethics Advisor newsletters. Conduct statewide internal discrimination and nondiscrimination complaint investigations and prepare responses for management signature, recommending appropriate action. Analyze State/Federal legislation and propose policy changes. Assist in planning and developing new agency Human Resource policies, procedures, and programs which comply with applicable Federal/State laws, rules, and regulations. RECRUITMENT:


Extensive recruiting in professional, technical, and office support areas. Set up the first recruiting system for the Michigan Department of Management and Budget,including creation and certification of four apprenticeship programs (carpenters, electricians, plumbers, and maintenance mechanics). Developed and implemented the Texas Education Agency's recruiting program (140 plus recruiting sources). Recently developed, wrote, and implemented the Texas Education Agency's "TEA-HR BBS" and electronic recruiting system. Recruiting is conducted (internationally) through the Defense Out placement Referral System, FamilyNet, FidoNet, Internet, PostDoc International, Texas Education Network, and Transition Bulletin Board (U.S. Army).
